On purging topics, I think that the admins should have the option to move them to a 'trash can' forum, or delete them entirely. Will stop accidental deletions

Your ability to use the internet to discover simple answers to your questions is second to none my friend.....
It basically means getting rid of the oldies, so in our case, it'd be deleting the old topics, so this will be topics which have been inactive for a very long time.
And before you ask, the benefit of this is to reduce the database size.

Why not just make a modification that deletes inactive topics after a number of days?
